Les grandes manoeuvres ont commencé en Europe. Pressés de toutes parts, en particulier par les États-Unis et la Chine, de mettre fin à une crise de la dette grecque qui dure depuis presque deux ans, les leaders européens - Allemands en tête - travaillant à un vaste plan pour sauver la zone euro. Non sans avoir répliqué vertement aux critiques américaines : « Contrairement à ce que pense Obama, les problèmes de l'Europe ne sont pas la cause des problèmes des États-Unis », a ironisé le ministre allemand des Finances, Wolfgang Schäuble (lire également en page 32). De son côté, la chancelière allemande, Angela Merkel, a précisé : « Nous ne voulons pas de nouveaux plans de relance », jugeant que c'était « une mauvaise idée de combattre des dettes par de nouvelles dettes », une critique de la politique de relance par la planche à billets décidée outre-Atlantique.

Markus Kerber, professeur de droit à la Technische Universität de Berlin, doit annoncer ce lundi le dépôt d'une plainte devant la Cour de justice de l'Union européenne à Luxembourg. Il fait grief à la BCE de violer les articles 123 à 125 du traité européen qui proscrivent, selon lui, la politique de rachat d'obligations de dettes publiques menée depuis 2010. "Sans intervention du tribunal, la politique de la BCE [ira] au-delà de son mandat monétaire. Cela ferait échapper l'eurosystème [l'ensemble des banques centrales européennes] à tout contrôle juridique", écrit-il dans un communiqué de l'association Europolis attendu lundi.
